RESPONSIBILITIES

The Senior Advisor shall be focused on defense acquisitions to the Ministry of National Defense (MoND) General Staff. The Senior Advisor shall work with the General Staff, budget officials of the MoND, Chief of Defense (ChoD), and other stakeholders as appropriate to assist the MoND with developing and effectively implementing an effective and transparent acquisitions program.

The Senior Advisor shall advise the Chief of Defense, Minister of Defense, and all relevant departments in addition to the General Staff of the MoND.

  • Position location : Republic of Romania
  • Provide the advice and technical assistance needed to develop and implement an effective and transparent acquisitions program at the MoND
  • Support effective GoR interagency coordination by the Ministry of Defense around acquisitions
  • Conduct an Initial Landscape Assessment, inclusive of Gap Analysis
  • Develop a GDRP Country Action Plan (CAP)
  • Develop and regularly update a work plan and submit monthly reports
  • Provide advisory services to the Romanian MoND to implement the GDRP CAP
  • Maintain performance monitoring framework and support data collection activities
  • Other duties as assigned
  • QUALIFICATIONS

  • Must be a US Citizen
  • Secret Security Clearance required
  • Master's Degree in areas such as Public Administration, Business, Finance, International Relations or a similar field AND at least six (6) years of U.
  • S. military and / or U.S. civilian professional experience with acquisitions, including but not limited to experience as a former officer or government official in the field of Armed Forces Acquisitions (Programming / Execution), Strategy (Planning / Programming), or Finance / Comptroller (Budgeting / Execution) at least at the O-5 or FS-02 / GS-14 level or industry equivalent, OR

  • Bachelor's Degree in the aforementioned areas AND at least ten (10) years of professional experience with acquisitions
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02 / GS-14)
  • Minimum two (2) years of experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense or equivalent acquisitions-responsible office in the Department of Defense
  • Minimum two (2) years of experience advising senior foreign military or senior government officials
  • Minimum two (2) years of experience in establishing and institutionalizing acquisitions programs and processes inclusive of the management structure, procedures, and skills necessary to develop acquisition plans, planning and logistics requirements, and to manage contracts, procurements, and significant international tenders
  • Minimum two (2) years of experience in developing and delivering training and workshops for military, national security, or government audiences
  • Minimum two (2) years of experience in conducting institutional capacity building training or advising with foreign partners (institutional capacity building is defined as enhancing the capacity of partner's security institutions to exercise responsible civilian control of their national security forces and to deliver security services in an effective, transparent, and accountable manner)
  • Three (3) prior years of experience advising foreign governments while working abroad
  • Tourist Passport required to deploy
  • Pass DoS Class 1 Medical
  • Proficiency with Microsoft Office Suite
  • Must be able to multi-task and work in a fast paced environment
  • PREFERRED QUALIFICATIONS

  • Demonstrated proficiency in Romanian language at a minimum 1+ / 1+ level
  • One (1) prior year of experience working in the Balkans on defense or national security projects at the national level

    WORKING CONDITIONS

    Work conditions can vary from a busy office environment to field work, both subject to frequent interruptions. Travel to austere environments may also be required.

    PHYSICAL REQUIREMENTS

    Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday. Requires constant use of hands and fingers to feel, handle or operate objects, tools or controls, and reach with hands and arms.
