The role will oversee a team of HR Payroll and Admin delivering, a range of integrated HR services from HR data management, benefit administration to payroll administration, some with global reach, others with regional or country focus.
Responsibilities are varied but the role will involve coordinating the teams daily work tasks, improving processes, and developing the team ensuring alignment and compliance with company standards.
The role contributes to the identification and implementation of process improvements and automatization in support of the delivery of integrated, end-to-end HR service delivery, leading and providing direction for the local operational team in alignment with ADP standards and local regulations.
Member of Romania HR team and works with other areas of HR to deliver effective HR solutions.
Member of the Payroll recipe and active contributor to the ESI HR Operational Excellence team.
Provide guidance to local HR Administration team to manage HR operations deliverables and flow of day-to-day operations
Lead team in daily huddles, discuss and continuously improving on key operational metrics
Overseeing and coordinating team's performance, workload, and productivity
Demonstrate high proficiency in processes and standard operating procedures with ability to resolve complex queries
Quality check on the key / critical transactions processed by team and other HR Teams (GlobalHRSS, Reward and Compensation)
Ensure the files, documents and data are accurate kept in systems or databases or hard archive if required by local legislation
Ensures accurate data and documents are prepared as required by the global process () or local legislation
Shares feedback with HR Team, regional / global contacts to continuously improve processes
Liaises with internal and external 3rd parties as required (, benefits : )
Manage the Eurofin relationship and contract, the local Health&Safety provider- EHS as a legal requirement
Performs analytics and reports as part of the internal and external collaboration with different stakeholders (some internal tools AC, Global View, Ariba, Tableau, Comp Viewer,...)
Act as in Country data owner flagging errors, gaps or inaccuracies and monitoring their resolution; identify solutions as per the escalations from shared services, local HR team and other stakeholders
Timeliness, Accuracy & SLA to be achieved regularly by the team in alignment with HRSS and relevant CoE
Taking care of administrative and reporting tasks to be done in accordance with SLA
Actively representing the team when interacting with other departments and upper management on specific technical data and issues
Ensure accurate process documentation as per the labour law supporting from hiring to termination process flow
Keep the team updated with labour law changes and ensure implementation in order to remain legal and compliant
Regular internal Audit on Revisal in order to ensure 100% accuracy of the employees' data
Proactively leads team to identify and implement continuous improvement initiatives to streamline information and processes, improve accuracy, and strengthen controls as per ADP and legal requirements
Accountable for setting team performance expectations, reinforcing goals, providing coaching and feedback on performance
Investigations & Discipline
Manage investigations and disciplinary actions, resolve ER / IR conflicts
Ensure the process is applied in a fair and consistent manner and conforms to local legislation and good employment guidelines
Support HR Manager with the preparation of consultation briefing packs and employee impact analyses for proposed restructuring initiatives
Preparation of the documents required by the legislation
Data Quality, Analysis & Reporting
Manages data according to privacy and data protection policies and standards
Finds data quickly and easily within systems
Accesses data / standard reports to updates dashboards / reports
Encourages use of standard reporting rather than tailored collection exercises
Manage audit on employee's files and coordinates files / data preparation for 3
party audits and local labour authorities; ensure 100% accuracy and in line with legislation in case of labour authorities' controls
Promote standardization and continuous improvement across the business in delivering HR services
Identify and leads process improvement and automatization initiatives as required
Identify HR risks and raise awareness to mitigate risk to ADP reputation
Use standard ADP tools and methodologies to produce and use data in a responsible way to identify patterns, trends and issues
Prepare reports from HR ADP systems and any relevant metrics to provide insight and support best decision making for successful business outcomes from HR perspective
Support HR BPs with the preparation of consultation briefing packs and employee impact analyses for proposed restructuring or other organizational change initiatives
Partnering with Reward for benefits management manage the contracts with third parties, communication in organization, reports from / for finance and provide all needed information for leavers, manage budget when required etc
Mandatory EHS responsibilities
Complies with all EHS requirements applicable in accordance with the training held by the company so as not to expose both his / her own person and / or other persons to the danger of injury or illness caused by his / her actions or omissions during the work process.
Participates in regular training held by the employer during employment and attends the annual medical examination of occupational medicine.
Stops work in emergency situations and acts according to the emergency plans.
Education . University / College Diploma or Degree; Human Resources preferred
Bachelor's / Master's degree in Human Resources or other related field degree in Human Resources, Business Administration or relevant field
Min 5y overall experience in HR (payroll, admin, Reward, HRPB), is desirable and minimum 2 -3y in HR leadership role, able to coach team members to improve
Excellent HR Administration skills
Knowledge of the SAP HR data management
Excellent command of English, both written and verbal, and good communication skills in general
Proactive and practical approach to problem solving and ability to identify areas for improvements in process, services and team ways of working
Highly organized with ability to plan, delegate prioritize and multitask high volumes of daily service / work requests
Ability and demonstrated experience of working in a team environment with strong interpersonal skills and customer focus mind-set to support delivery of HR solutions
Ability to assess and identify route cause of issues and effectively problem solve
Self-starter able to maintain motivation and determination to see work through to completion over prolonged periods
Demonstration of ability to maintain confidentiality of information
Strong analytical skills and sound knowledge of reporting tools
Demonstrated ability to manage projects with tight deadlines and effective organisational skills
Other Skills and Abilities
Job holder will be expected to work independently with some degree of referral to line manager for the majority of activities
