The Role

The Business Operations Support team are looking for a highly motivated individual with experience and skills in government procurement and business administration.

As an APS6 Assistant Business Manager, you will be working in a multi-disciplinary team to ensure successful delivery of procurement and financial activities for Defence Strategic Communications Branch.

You will have an understanding of the Government Procurement Framework and the legislation and policies that apply to government procurement and financial management and be able to apply this to your daily tasks.

Key duties of the position :

  • Coordinate administrative and business support activities for a team.
  • Apply the skills, knowledge and experience necessary to provide advice and services for a range of complex corporate, administration and business support activities
  • Resolve problems and implement alternative courses of action.
  • Implement procedural, operational, corporate, administrative and business support documentation consistent with business requirements.
  • Work with stakeholders to understand procurement priorities and timeframes;
  • Develop procurement strategies to provide the best contractual basis to achieve value for money outcomes;
  • Participate in the preparation and administration of market approaches, including : sourcing strategy / industry engagement, preparation of RFQ documentation;
  • use appropriate panels and other WOG arrangements; respond to clarification questions; tender evaluations; contract negotiations and awards

  • Build strong relationships with stakeholders, vendors and colleagues. Use your well-developed organisational skills to support the leadership of the team and the broader Divisional leadership.

  • About our Team

    The team is a small professional, cohesive and agile leading cohort who provides support to various complex commercial activities across the Defence Strategic Communications Branch.

    Located at HMAS Harman, in the Defence Network Operations Centre (DNOC), the team is frequently sought after as subject matter experts to advise on and develop complex contracting and procurement strategies, assist with financial matters and training enquiries.

    The team works in a high tempo environment and liaise with various stakeholders including DNOC staff, Commonwealth representatives, Contract Managers and Industry.

    The right person for this role will be an experienced and committed procurement and financial professional that is able to demonstrate experience in procurement and financial matters, as well as experience in business administration.

    The following education, qualifications and / or experience will be highly regarded for the Assistant Business Manager role :

  • Highly motivated and solutions focused, with the ability to present ideas persuasively
  • Willing to challenge the traditional ways to do business, display initiative and be proactive;
  • Excellent verbal and written communication skills;
  • Strong interpersonal, negotiation and stakeholder management skills;
  • Be an effective leader in your own right as you contribute to managing the performance of the APS and contracted workforce within the team;
  • Qualifications in contract and procurement desirable but not essential.
