You will serve as a HOUSING MANAGER in the Housing Department of NSA DEVESELU. Relocation and recruitment incentives up to 25% may be authorized.


  • You will develop housing management plans, directives, or policies for effective operation and utilization of housing facilities (i.

  • You will analyze past expenditures and estimate future costs, based on known and anticipated requirements, repair and improvement expenditures in order to develop yearly budget.
  • You will maintain effective working relations with various organizations affiliated with housing management.
  • You will work with higher officials to develop the military personnel housing master plan (e.g., Five Year Unaccompanied Personnel Housing UPH Billeting Plan).

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and / or completion of tasks that are considered essential to the mission designated by a local or command decision.

  • Work may require periods of walking, standing, stair climbing, bending, and reaching. Site visits may expose you to occasional, incidental exposure to dusty / dirty conditions or inclement weather.
  • Qualifications

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following :

  • 1) Planning and executing budgets to support housing programs;
  • 2) Overseeing property management for the operations and maintenance of housing units;
  • 3) Providing information on housing program requirements; and

    4) Maintaining services to ensure compliance with contracts and improvements to facility maintenance.

    Have a combination of experience and graduate education as described above that equates to one year of experience.


    This position is located on a U.S. military base in a remote, rural area of Romania. Applicants must understand that if selected, they will be working and residing on the installation in an austere environment with limited access to off-base shopping and activities.

    1. This is an 18 month unaccompanied tour.

    2. 5% Hardship Differential is allowed, subject to change as authorized by the Department of State.

    3. Candidates with chronic medical conditions or those who require regular specialist medical care are not provided suitable treatment locally.

    4. Government housing is provided in lieu of Living Quarters Allowance (LQA).

    5. Shipment of Privately Owned Vehicles, motorcycles and mopeds is not authorized.

    6. Meals are available for purchase from the installation dining facility at the DOD meal rate.

    7. This is a non-cash base and only credit / debit cards are used for purchases.

    8. Involuntary Separate Maintenance Allowance (ISMA) may be authorized IAW DSSR 260 to assist an employee to meet the additional expenses of maintaining members of family elsewhere than at the employee's foreign post of assignment because of dangerous, notably unhealthful, or excessively adverse living conditions at the employee's post of assignment in a foreign area, or for the convenience of the Government.

    Pay retention will be extended to an eligible Department of Defense (DoD) employee who applies through a formal recruitment program and is selected for a position at an overseas location.

    Recruitment incentives may be authorized to eligible new hires.

    A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee.

    Tour of duty will be 18 months.

    Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position.

    Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
