Location : Iasi, Romania

Purpose

Aligned with the Arcadis strategy and business transformation, lead and drive the development and performance of the GEC business in Romania.

The position is responsible for developing and retaining highly capable and diverse skills and capabilities aligned to short- and long-term workforce needs and optimizing the demand and supply of resources across the business areas and geographies creating flexible and highly utilized teams.

This position leads multi-disciplined teams working with different countries so familiarity with a global approach is important, as well as an understanding of cultural differences, is highly valued.

The position will work closely with the Global Design Leadership Team (GDLT) to harmonize operations and processes across the GEC locations, including developing and consistently implementing improvements to the operating model.

Global leaders for enabling functions will be key stakeholders for this position. They will determine the direction and budget for their function, and jointly manage with the GEC Director.

The position is responsible for ensuring Romanian statutory requirements are met for the local entities.

Reporting lines : Reports to the Global Design Director, who leads the GDLT. The GEC Director is a member of the GDLT which decides on overall priorities for the GECs, investment areas, resource locations etc.

Direct Reports : GEC Romania senior leaders.

Individual accountabilities

Operational Performance

  • Lead and drive implementation of the common GEC operating model in GEC Romania, in conjunction with GDLT and the countries, leading and supporting on global and GEC-wide initiatives as necessary.
  • Coach and mentor GEC senior leaders to ensure all projects are set up for success and appropriate governance (including compliance with the Arcadis Way and GEC BV processes) is adhered to.
  • Conduct regular operational and project reviews encompassing commercial and operational performance to identify opportunities for improvement including project delivery, and drive achievement of key performance indicators aligned to targets.
  • Apply rigorous approach to resource management to optimize supply and demand, including flexible approach to peak shaving’ and promoting resource sharing across GECs, whilst delivering high utilization.
  • Design and implement structured approach to non-fee time to ensure value.
  • Stakeholder Relationship and Management

  • Manage country management relationships across the business to understand their (and their clients) business needs, develop joint development plans and influence country colleagues to work with the GECs.
  • Manage Global Function Leader relationships to understand the direction and budget for their function. Assist them in understanding local ways of working and / or requirements.
  • Support GSSC development in Romania as needed.

  • Ensure continuous constructive dialogue with GEC Romania employee representation, plus provide input to European Works Council topics upon request.
  • People

  • Support the delivery of the People and Culture plan through staff engagement supported by clear action plans to enable a People First culture that progresses the business towards being an employer of choice and a great place to work.
  • Lead, develop, motivate and coach a diverse team of GEC senior leaders by setting objectives and reviewing performance to ensure the team becomes engaged in the Arcadis strategy and GEC operating model, and have the necessary skills to deliver it.
  • Aligned to GBA strategic workforce and operational resource plans, ensure that the GEC has the right skills and experience to support country delivery today and in the future, e.
  • g. developing commercial skills to increase involvement in work winning, developing level of seniority and maturity of skills, and accelerating the GECs ability to play a leading role in the standardisation and automation of the global business.

  • Lead the identification of talent in Romania (and provide input in other locations), in technical capability and enabling functions, and promote career development and succession planning.
  • Encourage engagement and input into the Innovation Framework to develop new ways of working and / or products.
  • Leading by example, drive the health, safety and wellbeing culture in the business achieving relevant KPIs.
  • Champion the sustainability agenda by reducing the operational business footprint and driving better outcomes for people and local communities by cultivating diverse, inclusive and empowered workforce and fostering community engagement programs.
  • Active and visible approach to communicating our values and keystone behaviours, supporting the position of the GECs as a peer in the global business.
  • Cost Management

  • Lead the annual budget / plan and regular forecast process through close work with the GBAs / countries and finance, ensuring outputs are robust and completed in a timely manner, to provide an accurate picture of GEC Romania financial performance as part of the overall GEC business.
  • Develop and deliver a mid / long term strategy with Global Function Leaders to effectively manage the major cost items for Romania, including people, housing and IT.
  • Proactively manage risks and opportunities with full cost accountability for the GEC, to minimise risk and maximise value.
  • Statutory management

  • Responsible for statutory and legal compliance in Romania as part of general management duties.
  • Key shared accountabilities

  • Evolving and developing role of GECs in Arcadis in alignment with GBA / Country management
  • Ongoing rationalisation and improvement of enabling functions in Arcadis with Global Function Leaders
  • Qualifications

    Profile requirements :

    The candidate should have a bachelor's or master's degree and at least 15+ years of experience leading and growing a significant business function within a multinational engineering or professional services firm.

    The candidate will be able to demonstrate significant leadership capability and the ability to inspire multi-disciplinary teams around a common purpose.

    Qualifications in business / financial management, project management, client management, innovation and leadership are highly desirable.
