Job Description (Roles and Responsibilities)

The Diplomatic Academy Regional Teams are based across the globe. We help provide solutions to the learning and development needs for the UK government overseas.

We partner with posts and our colleagues in London to ensure learning is based on performance outcomes and aligned to UK government priorities.

We work to ensure that learning activities are designed to best-practice L&D standards and based on solid research, that they are part of learning programmes that are effective in meeting their objectives, and that we are building learning cultures within the workplace.

We work at a fast pace with a high degree of autonomy. We need to be flexible and adept at dealing with change and ambiguity.

We need to be skilful at working across cultures and resourceful to ensure we always deliver, even when we meet the unexpected!

We partner with more than 50 Posts (about 3500 staff) in Europe, including some of the most important priority posts in the network.

We are looking for a new L&D Adviser to focus on creating and delivering high quality learning and development solutions.

This requires an experienced L&D professional with knowledge, skills and experience in L&D design and facilitation both face-

to-face and remote using virtual learning technology and also experience of running online learning communities.

You will be based in Bucharest but your job will have a regional role, which will require some travel mainly in Europe.

Main Duties and Responsibilities

Partner with overseas posts

  • Partner with Business Partners and Subject Matter Experts at Posts to design and deliver learning solutions that meet identified needs and lead to performance outcomes;
  • Ensure learning solutions are designed and delivered using best-practice L&D methodologies consistent with Modern Workplace Learning.
  • Ensure solutions are built as programmes and make use of appropriate technology;
  • Evaluate L&D solutions to ensure performance outcomes are achieved.
  • Facilitation

  • Facilitate Leadership & Management Development programmes;
  • Support Management Development cohorts including Line Management learning sets;
  • Act as live or virtual facilitators, community managers and moderators for online communities and groups;
  • Lead cohorts of learners through programmes of learning in support of Diplomatic Academy Faculties;
  • Work with Subject Matter Experts (SME) to deliver targeted learning through virtual platforms;
  • Develop Subject Matter Experts in L&D across the network through face to face and virtual facilitation.
  • Content Management

  • Curate and manage content across key thematic areas;
  • Partner with Business Partners and global Diplomatic Academy team;
  • Work with our Business Partners to help ensure the right learning solutions are developed that meet the needs of the stakeholders, and that solutions are developed with thoroughly evaluated;
  • Work with other Learning Partners and the Diplomatic Academy Design Team, to ensure a consistent best-practice approach to learning programme design and facilitation across the network, ensure that best-
  • practice is shared, and there is a culture of continual improvement in our service;
  • Work with UK Diplomatic Academy team and other stakeholders as required.
  • Business Partner

  • The role doesn’t currently require much Business Partnering, but we need someone who is willing to learn and take on Business Partnering tasks in the future;
  • You also may be asked to partner with colleagues in other parts of the organisation to lead particular projects.
  • Essential qualifications, skills and experience

  • At least 10 years experience in learning and development
  • Experience of professional learning design
  • Experience of leadership and management development
  • Experience of virtual learning technology and managing online learning communities
  • First class facilitation and presentation skills
  • Communication and influencing skills
  • Strong interpersonal skills, and fluency in English, both verbal and written
  • Experience in working across a wide range of stakeholders, organisations and cultures with sensitivity and effectiveness
  • Desirable qualifications, skills and experience

  • Coaching and mentoring skills
  • Formal qualification in L&D or related subject
  • Subject matter expertise in the areas of diplomatic skills, trade, or international policy an advantage, but not essential

    This is a full-time position of 5 days (35 net per week) for a two year fixed-term contract which may be extended by mutual agreement.

    Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

    The annual leave entitlement is 21 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

    Monthly salary is RON 8,715 gross . For your information whilst the Emergency Ordinance 79 / 2017 is in place the job holder will receive a gross monthly compensation bonus of RON 1,734 .

    In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end.

    Staff also receive meal vouchers and a monthly subscription to a medical centre.

    The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 120 days.

    All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate / sponsor visa applications and work permits.

    Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.
