What is the role?

The main roles and responsibilities of the Procurement and Facilities Officer are :

  • Coordinates, validates and controls the implementation of processes and assignments in Facility Department;
  • Takes all measures to ensure proper quality of service and efficiency of Facility Department;
  • Prepares the Expenses / Investment budget under Facility Department perimeter;
  • Monitors and analyses expenses under his / her responsibility, proposes cost saving measures and promotes their introduction;
  • Validates operational expenses as per internal procedure, makes sure that payments are duly performed, takes care of proper verification and approval of the operational expenses;
  • Makes sure all procurement related (including Financial Sanctions, Know Your Supplier) procedures are implemented and respected;
  • Sees to the duly follow - up and renewal of contracts and insurance policies under Facility Department's responsibility;
  • Negotiates favourable conditions with external suppliers and strives for maximization of competition amongst suppliers in line with the guidelines from the central Procurement organizations and by using CIB Procurement HUB for major purchases;
  • Ensures appropriate level of general working conditions;
  • Acts as technical contact to landlords technical support team;
  • Supervises physical inventory of furniture, office and non-IT equipment;
  • Manages travel administration and car policy together with HR;
  • Contributes to the mutualization of procurement in the CE region;
  • Animates the working group with other entities in the territory to mutualize as much as possible procurement and take the lead on the negotiation of resulting global contracts;
  • Exerts control upon security guards, security systems and access to the building;
  • Works out and proposes Physical Security policy based on Group and Business Line policies and in a joint effort with the Regional head of BCP and IT Security;
  • Validates and follows the implementation of building security and access control procedures and instructions together with regional IT security officer;
  • Reports of Physical security incidents and measures at the regular Security Committee and to the Management;
  • Ensures the procurement process in coordination with Regional Manager in charge of Admin and Control, mitigating financial and operational risk associated with third party suppliers;
  • Local BCP correspondent, point of contact for Regional head of BCP and IT security;
  • Acts as local coordinator when it comes to BCP / DR activation, tests and documentation in close cooperation with the local, regional and central BCP / DR / IC stakeholders with respect to the regional and central procedures, rules and processes;
  • Contributes to all projects involving Facility department or assets under its responsibility / ownership .Actively participates in the Business Continuity Management, by ensuring that necessary requirements and periodic tests are provided / performed in an adequate and timely manner related to Facility Department;
  • Taking part or even lead certain projects concerning facility / procurement matters in CIB Romania.
