About the role

Booking Holdings is looking for an experienced people leader to lead the HR function in our delivery center in Bucharest, Romania.

Booking Holdings would like to build technical expertise within these centers, referred to as Centers of Excellence (COE)’ to serve various brands / entities within the Holding portfolio.

This leadership role would support the establishment and scaling up the center from a people and talent perspective. This role would involve working closely with the COE Leader and other corporate stakeholders (HR, Program Management etc.

in developing and executing a world class talent management strategy and quickly establishing the Booking Holdings Bucharest COE as a top place to work and an employer of choice in Romania.

The focus for 2021 H2 is to support the leadership in establishing the COE, lead the creation of a talent strategy, design a comprehensive HR policy suitable for the COE, create an end-to-end HR process, and lead talent recruitment efforts to attract the best talent to join and grow their careers at Booking Holdings’ Bucharest COE.

  • What you’ll be doing :

    There will be many measures of success to this role, however, at a high-level they fall into the following keys areas. Requiring a very hands-on approach in startup phase but will mature into a more established team over time.

    Talent Acquisition & Employment Brand

  • Recruitment of temporary and permanent employees in Bucharest, Romania
  • Pipeline future workforce responsible for establishing local University recruiting relationships and apprenticeship programs
  • Create an Employer of Choice culture that attracts, develops and retains world class talent
  • People Operations & Culture

  • Play an active part of Bucharest COE management team and contribute in developing a world class COE organization
  • Support the COE and organizational leadership by being a trusted member of the core team of the Bucharest COE in helping drive COE strategy, operations and scale-up
  • Support build-up of a culture of innovation, excellence and high performance
  • Maintain a strong connection with the People Leadership Team (PLT) at Booking Holdings Headquarters
  • Build & Manage HR team

  • Help create and mature all aspects of the People and HR function within the COE including the following HR related sub-functions : Talent Acquisition (TA), Compensation and Benefits (Total Rewards), Employee Relations (ER), Performance Management, HR policies / advisory, Workday administration, Leadership Development, Training, etc.
  • Lead and build out the HR / People Resourcing team at Bucharest COE
  • Monitor and stay up to date on recruitment best practices and trends in employer branding, and ensure that your team has the necessary competence and expertise to meet current and future business needs
  • Workforce Planning & Analysis

  • Plan for and anticipate short- and long-term people support needs
  • Responsible for the local configuration of a Workday tenant (that sits at a Booking Holdings level) to local in-country norms
  • Work in partnership with leaders (HRBPs, process owners, team leads etc.) in business units / brands across the organization (including within the COE) to effectively and efficiently meet their people related needs / requirements
  • What skills do you need :

  • Minimum 7-10 years of broad-based HR experience; to include : HR Advisory, Talent Acquisition, Employment Branding and Total Rewards
  • Minimum 5 years in a leadership role, managing a team
  • Previous leadership experience in a Center of Excellence / Shared Services Center or similar customer-facing type of environment will be a plus
  • Deep understanding of offshore CoE / shared services organizations and models
  • Knowledge of and experience with how to attract new employees, including understanding of the unique needs of early career professionals (e.
  • g. Millennials and GenZ)

  • Knowledge of social media and how to effectively use these channels to communicate and engage with different target audiences
  • Ability to motivate and develop others, including working thought other teams and managers
  • Ability to continually seek and strive for improvements in processes and the work you do, process improvement and OpEx minded
  • Understanding of the Romanian and Eastern European employment law, regulatory environment, and educational system
  • Champion of new technology and confident user of various IT tools and technology platforms
  • Proficiency in English
  • Strategic leader with an aptitude for identifying and developing talent and building strong teams and organizational culture
  • Prior experience and success in creating step-change improvements to people processes and creating a world-class employee experience
  • International experience : Self-awareness of communication style and cultural differences
  • Self-motivated and capable of operating independently with limited oversight. Strong sense of personal accountability for work tasks.
