The role is crucial in fostering the right culture in Cluj Business Center, providing internal support to our business functions, and driving HR functional excellence and process improvement.

Human Resources Manager Mission : The HR Manager for Cluj Business Center defines and drives the Talent Management Strategy to support the business strategy, he / she provides consulting, advisory support , coaching for leadership team and local HR teams on human resources related aspects, issues and policies in the following areas : definition and implementation of HR policies, employee relations, compensation and benefits, employee training and development, organizational development and special projects, talent attraction and retention.

The role holder plays an important role in the development of the right culture in Cluj Business Center and partners with local and remote leaders to support the employee experience through excellence in all stages of employees lifecycle.

HR Manager will coordinate a team of HR Business Partners, while also offering support to his / hers business groups on day to day HR activities, policies, programs and projectsThe HR Manager will be the Business Partner for our Business Center located in Cluj Napoca, Romania, providing support for Managing Director and all the functions Finance, IT, Sales Support and Customer Service and other support functions.

Responsibilities : Strategy and Organizational Development

  • Strategic business partnering role to the Managing Director and people managers to develop the Talent Management Strategy, identify business and organization current and future capability needs;
  • develop and implement business solutions and initiatives to support business goals.

  • Drive the development of the local cultural capabilities to support the implementation of Business Center strategy together with the Functional Talent Strategy
  • Oversees the development of the recruitment, attraction and retention strategy :
  • Drive the development of the right culture in Cluj location : make sure that the company culture is a living part in Cluj office and create the right environment for cross-functional collaboration
  • Drive the implementation of all HR processes to support the organizational development strategy
  • Talent Management

  • Creates the HR ecosystem : strategy, policies, processes to support the talent management through all employee life cycle
  • Drive the headcount planning activities, mainly working closely with the HRBPs, functional and local managers
  • Implement and support talent management programs including leadership development programs, compensation, succession planning, career paths, employee attraction, engagement and retention, new policies, programs, change management
  • Act as a liaison between Talent Acquisition Team and leaders
  • Showing expertise in the company's cultural aspiration; advise and coach leaders and employees around culture guiding principles
  • Employee relations

  • Serve as primary contact and resource for employees and leaders in their area o support to address HR issues, questions, concerns;
  • act as a coach for HR Business partner on aspects related to employee relations

  • Get involved in escalations and work closely with other HR teams and centers of expertise to resolve issues and to improve business standards
  • Frequent contacts with remote leaders to expose them on Romanian law requirements, individual and collective agreements etc.
  • Support as a mediator or coach in conflict management situations
  • Maintains and enhances the relationship with the employee representatives , participate in the negotiation discussions
  • HR Processes, Policies and Programs

  • Coordinate or lead local HR projects and programs specific to Cluj business center or the designated functions
  • Strong focus on continuous improvement & work flows optimization
  • Maintain compliance with employment law provisions, company policies and guidelines
  • Prepares reports / analytics by collecting, analyzing, and summarizing data and trends
  • Presence in local network and community

  • Identify trends and needs from the local market and work with HR Manager and local HR team to develop specific HR programs / projects to address accommodate the needs
  • Support the organization by building external relationships particularly with industry, community, universities / schools and environmental groups as appropriate
  • Drive the implementation of the LEAN culture in the HR function

  • Develop the process based HR activities
  • Driving the continuous improvement activity within the HR function
  • What we are looking for : Education / Experience

  • Bachelor’s degree in Human Resources, Business or related field
  • 7 - 10 years experience in Human Resources field
  • Minimum 3 years experience as HR Manager
  • Advanced English skills
  • Considered as a strong plus :

  • Previous experience in coaching for performance and improvement
  • Previous experience in leading teams
  • Any certifications and experience in assessments & learning programs, training, methods and tools for teams and leadership development
  • Certificate as Human Resources Inspector
  • Skills / Abilities

  • Ability to apply demonstrated knowledge of fundamental Human Resources concepts and practices
  • Strong judgment in setting priorities, providing information and problem solving
  • Ability to conduct fair and impartial investigations
  • Ability to handle multiple priorities, utilizing strong organization skills
  • Decision making skills with great attention to detail and follow-up
  • Ability to multi-task, work with multiple clients simultaneously and work independently with limited supervision
  • Demonstrates effective verbal and written communication skills for interaction with employees at all levels of the organization and in representing the company with outside audiences
  • Self-motivated with the ability to work independently with limited supervision
  • Strong teamwork and collaboration skills.
  • Ability to maintain the confidentiality of sensitive information.
